I.     POLICY AND GENERAL STATEMENT

Faculty may transfer to another unit within The University of Texas Health Science Center in accordance with this policy.

A tenured faculty member who transfers from one unit to another according to this policy will retain his/her tenure.

A non-tenured faculty member who transfers from one unit to another must re-negotiate with the new dean and the new unit’s Appointment, Promotion and Tenure Committee (“APT Committee”) eligibility for the tenure track in the new unit.

The current rank of the transferring faculty member may or may not be retained after the transfer. The faculty member may retain his/her rank in the unit in which it was awarded or he/she can apply to the APT Committee of the unit to which the transfer will be made for endorsement of proposed rank. Since the criteria for promotion vary with each unit the rank of the faculty member may be reviewed by the APT Committee of the unit to which the transfer has occurred.

II.     PROCEDURE

The individual faculty member is responsible for assembling the appropriate documents to affect the transfer process and for forwarding them to the dean of his or her current primary appointment for handling.

To initiate a transfer of a salaried faculty member from one unit to another, the faculty member or the relevant dean should confer with the Executive Vice President for Academic and Research Affairs to determine the feasibility of transfer. If agreement is reached, the dean of the "releasing" unit will forward the following documents to the dean of the "gaining" unit along with a letter approving the transfer. The individual faculty member and/or the relevant current chairperson is responsible for providing the dean with the following information:

Once the transfer has been approved by both deans, the dean of the "losing" unit will initiate a Personnel Action ("PA") to effect the transfer within the PeopleSoft System.

The transferring faculty member may request that the "gaining" dean submit the transfer appointment for review by the APT Committee of the "gaining" unit for the purpose of evaluating the appropriate rank in the unit based upon the faculty member’s qualifications.

The dean will submit the appropriate documents to the APT committee in that unit. The "gaining" APT Committee can accept the faculty member as tenured with the same rank. The "gaining" APT Committee can accept the faculty member as tenured with a different rank, but not below the rank of assistant professor. If the APT Committee assigns a rank lower than that currently held, the faculty member will be counseled regarding the criteria necessary for promotion to the desired rank by the “gaining” department chair or administrative equivalent and/or the dean.

The dean should give the committee's recommendation appropriate consideration in making the final faculty rank decision. The dean makes the final decision regarding faculty rank.
